Profile

Charles lectures and consults on artificial intelligence, knowledge engineering and knowledge management. He has been a principal investigator, project manager, supervisor and developer for many knowledge based systems project in Canada and Singapore. Previously, he was a research scientist with the Centre for Cold Ocean Resources Engineering in Canada where he researched and developed expert systems for the offshore oil and gas industry. He had also lectured at the Memorial University of Newfoundland (Marine Institute of Fisheries and Oceans) and at the Japan Singapore AI Centre. At NCB, Charles held several portfolios including the promotion of the software development industry, regionalisation and was the general manager of an NCB subsidiary company.
