Mr Victor Chua is the Deputy CEO of NUS-ISS. As a core member of the NUS-ISS Management Team, Victor works collaboratively with team across the institute to advance the ISS2030 vision, driving transformative growth initiatives that strengthens NUS-ISS's position as a leading accelerator for digital excellence. In addition to his leadership responsibilities within the management team, Victor plays a key role in engaging with industry partners to ensure that NUS-ISS’s programmes remain relevant, impactful, and aligned with the evolving needs of the workforce and business landscape.

Victor is a seasoned technology leader and practitioner with over 20 years of experience in enterprise IT. His areas of expertise span digital strategy and transformation, enterprise architecture, product and project management, as well as infrastructure and operations management. His global experience covers more than 40 markets across the Americas, Europe, Asia, and Australia & Oceania, where he has successfully led the delivery and management of technology solutions across the financial services, hospitality, and technology sectors.

Prior to joining NUS-ISS, he served as Managing Director in the Technology Group at the Government of Singapore Investment Corporation (GIC). He previously held the position of Regional Vice President of Technology for Asia, the Middle East, and Africa at InterContinental Hotels Group (IHG). He began his technology career at Hewlett-Packard (HP) as Engineer.

Victor holds a Bachelor’s degree in Electrical Engineering from the National University of Singapore and has completed the Chief Technology Officer Programme at the University of California, Berkeley.
