The transformation into the 3rd Generation RSAF is the most significant since its establishment in 1968. It was characterised by a fundamental re-structuring of the command structure and operational philosophy that was enabled by cutting edge Integrated Knowledge-enabled Command and Control (IKC2) concepts built on EA.
This session will provide practitioner insights into how the RSAF has effectively employed EA to develop cutting edge IKC2 concepts that have enabled the transformation of the 3rd Generation RSAF; and, how EA continues to sustain the ongoing transformation of the RSAF.
EA is beyond its current perceived value as a framework for standardisation and documentation. This is analogous to using a compass, not just to establish the magnetic north but also to chart the direction to go.
The presentation will showcase how to build EA to connect with management, support business unit transformation, drive IT initiatives and improve process execution. It will also cover how EA can provide the organisation with Insights, Foresights and Oversights that are essential to effectively manage the Enterprise in a dynamic changing environment
Chris has an extensive IT experience in the Republic of Singapore Air Force. His successes include leading the process re-engineering effort that enabled his squadron to win its first Best Unit Award (2000) in 18 years, the operationalisation of the intelligence system for the 2nd Gen RSAF (2002), pioneering the implementation of Enterprise Architecture in the 3rd Gen RSAF as part of its transformation effort and developing the use of EA to map the new media environment for strategic communications. In his current position, Chris is a consistent proponent of EA to architect the connectivity and the network-centric capabilities of the 3rd Gen RSAF.
Chai Fung has been in the HR role in DSTA for about one and a half years. At HRD, she focuses on facilitating staff development through the multiple career paths, particularly in competency development. Before joining HR, she was the Assistant Director(Architecture Governance) at DMSA. She leads the Enterprise Architecting initiatives in DSTA and is responsible for the establishment and support of the technical governance forum in DSTA. The forum focuses on building and maintaining an enterprise-wide technical architecture that best enables the priority business activities of the Ministry of Defence (MINDEF) and the Singapore Armed Forces (SAF), and facilitates the adaptation of technology to meet MINDEF’s and the SAF’s changing business needs.
