Prof J.P. Auffret Chair, George Mason University, USA

Prof J.P. Auffret is the director of the M.S. in Technology Management of Secure Information Systems, and Executive M.B.A. programmes at George Mason University and a faculty member in the George Mason University School of Management. He is also co-founder and vice president of the International Academy of CIO and co-founder and director of the Center for Advanced Technology Strategy, and a visiting faculty member of the Duke University Center for International Development. He has 30 years of technology industry and academic experience, including management and executive positions, with MCI and its joint venture with British Telecom, Concert. J.P. earned a B.S. degree from Duke University where he was an A.B. Duke Scholar, an M.B.A. from the University of Virginia and a Ph.D. in Physics from American University.

Dr Alan Bollard Executive Director, the APEC Secretariat, Singapore

Dr Alan Bollard is the Executive Director of the APEC Secretariat based in Singapore, the body that promotes trade, investiment and sustainable economic growth in the Asia-Pacific. Dr Bollard advances APEC's agenda by executing APEC's work programmes as mandated by Leaders and Ministers. Prior to joining APEC, Dr Bollard was the Governor of the Reserve Bank of New Zealand from 2002 to 2012. In that position, he was responsible for monetary policy and bank regulations, helping steer New Zealand through the global financial crisis. From 1998 to 2002, Dr Bollard was the Secretary to the New Zealand treasury. As the government's principal economic adviser, he managed the Crown's finances and helped guide economic policy.

Dr. Zdenek BRABEC received in 1984 the M.Sc. and in 1993 the PhD. degree, both in telecommunications engineering and both from the Brno University of Technology (Czech Republic). Since 1985 he worked there the field of measurement and diagnostics in telecommunications. At first he was working for France Telecom. Then he was for six years one of actors of changes of Czech incumbent operator from the technically oriented, geographically managed company into a market–oriented, line managed company. In 2005 he returned back to academia as a lecturer at the Department of Telecommunication Engineering of the Czech Technical University in Prague (Czech Republic) with task to implement non–technical elements into the technical teaching and research. He has been lecturing several subjects in graduate and post–graduate studies. He is responsible for cooperation of the Czech Technical University with the International Telecommunications Union, TM Forum and other organizations.

Prof Luca is a lecturer at Bocconi University and Senior Prof at SDA Bocconi Business School. He holds a PhD in Public Healthcare Management and is in charge of 'Citizens Lab' at CERMES Bocconi: creation and measurement of value for 'citizens-customers' through innovation. Awarded with the Bocconi University 2008 Research Excellence Prize, he was an exchange Researcher and Visiting Professor at Waseda University, Tokyo. His research areas include: e-Health and e-Government; Healthcare and Public Management; Innovation in Public Services and Citizen Relationship Management; Healthcare, Government and Non-Profit Marketing and many more.

He is also a senior corporate advisor/director to private/public sector organisations in transformation management, ICT applications and strategic relations. Prior to this, Dr Chia was the Executive Chairman of NTUC Media and Senior Advisor of NTUC, where he advised the Secretary-General on new media strategies.

Ms Emer Coleman Founder, DSRPTN

Emer is a journalist and consultant and writes about the impact of technology on organisations. She established The London Data Store while working as Director of Digital Projects for the Mayor of London. She is the former Deputy Director for Digital Engagement at Government Digital Services a post she left in March 2013 to become the Founder of DSRPTN an all female technical and digital consultancy firm. She is also the Business Development Director for TransportAPI, an SME powering change and innovation in the UK public transport sector. She was named in Wired Magazine’s Top 100 Digital Power Influencers List 2011 and served as a judge for the Rockerfeller Foundation 2012 Innovation Challenge Decoding Data. She was also a speaker at the Code for America Summit 2012 in San Francisco. She has recently contributed to Beyond Transparency Open Data and The Future of Civic Innovation published by Code for America and launched at their summit in October 2013. She holds a BA in History and Sociology from University College Cork and a Masters in Public Administration from Warwick Business School and is a Fellow of The Royal Society of Arts. Mostly she is about change.

Dr Tomi Dahlberg Professor of Information Systems Science, University of Turku, Finland

Tomi Dahlberg is the professor of Information Systems Science at University of Turku and one of the seven professor level members of Turku Information System Research Alliance (TISRA). He is responsible for the CIO curriculum at University of Turku and co-chairs the CIO Academic Learning Society Doctoral Program. He is the chairman of the selection committee for CIO of the Year in Finland and chairs the standardisation activities of IT Governance within the country. Dr. Dahlberg’s research interests include CIO profession, Inter-organisational IT governance especially in healthcare and public sector, IT outsourcing and cloud services as well as master and meta data management. Prior his return to academic career he worked in executive positions within software industry, derivatives markets, banking and telecom is currently a board professional.

Chan Meng has 25 years of holistic international experience in the information and communication technology industry. He is currently Chief of the Strategic IT Management Practice at ISS, focusing on developing and advising C-level executives. He is concurrently the Evangelist for e-Government Leadership at ISS, driving thought leadership and promulgating e-government best practices to countries around the world. Prior to joining ISS, Chan Meng was the Group Chief Information Officer of RGE, a multi-national group of companies in the natural resources based manufacturing industry. He oversaw investments on IT and IT-enabled shared services across the RGE group, which has a combined workforce of 50,000 employees worldwide.

Young-Sik (YS) Kim is currently Senior Expert in NIPA, World Friends Korea Advisor. He has been in ICT project management and consulting experiences more than 30 years. He started his career in IBM Korea as Systems Engineer and continued his career as Systems Integration Project Manager, Asia Pacific Quality Assurance Program Manager for 23 years total in IBM. After that he has been contracted to Korean Government and International Organizations as ICT consultants and advisors in many countries like Nepal, Afghanistan, Mongolia, Moldova, Myanmar and Thailand. His main focusing areas are e-Government, ICT industry promotion as well as ICT4D especially for developing countries. He has BS, MS and Ph.D course completion in Telecommunication Engineering in Korea Aerospace University, Seoul Korea.

Mun Kew is appointed as Deputy Director, ISS. Prior to joining ISS, Mun Kew held multiple positions with the National Library Board, Singapore, as CTO, Deputy CIO & Director CIO Office, and Director, Digital & Knowledge Infrastructure Division. As Deputy CIO, he was responsible for governance and architecture and started ongoing efforts in master data management, enterprise architecture and corporate governance of IT. In particular, he designed a federated approach to EA that allows a gradual easing of operations oriented organizations into a business driven architecture, and started the Government EA Forum to promote practitioner sharing of EA pains and successes.

Mr Liak Teng Lit Group Chief Executive Officer, Alexandra Health System

Mr Liak is the Group Chief Executive Officer of Alexandra Health since 1 April 2012. Prior to this appointment, Mr Liak was the CEO of Khoo Teck Puat Hospital from August 2010 and March 2012. He was instrumental in the planning and commissioning of the acute care hospital. He was also the CEO of Alexandra Hospital from October 2000 to July 2010, Changi General Hospital from January 1997 to January 2000 and Toa Payoh Hospital from February 1992 to December 1996. A pharmacist by training, he was involved in the restructuring of major hospitals including The National University Hospital, Kandang Kerbau Hospital and Singapore General Hospital. Mr Liak is the Chairman of Public Hygiene Council and serves on the boards of Alexandra Health, National Environment Agency, NTUC Unity Healthcare, Pathlight School, NorthLight School and The Advisory Panel of the School of Information Systems at the Singapore Management University.

Mr Lim Swee Cheang Director & CEO, Institute of Systems Science

As Director & CEO of ISS, Swee has been instrumental in leading ISS education and consulting programmes since 1984. At present, he is a member of the Advisory Committees of Nanyang Polytechnic and Republic Polytechnic, a member of the NSL Ltd’s (formally known as Natsteel Ltd) Corporate Research and Development Advisory Panel, as well as an appointed Director of EZ-Link Board. In 2006, Swee initiated and set up the e-Government Leadership Centre in partnership with Infocomm Development Authority of Singapore (IDA) and the Lee Kuan Yew School of Public Policy. Swee was pivotal to the successful implementation of the ISS Continuing Education and Training (CET) Centre guided and funded by the Singapore Workforce Development Agency (WDA) and IDA.

Dr Francisco Magno Associate Professor, De La Salle University, Philippines

Dr. Magno is the Director of the La Salle Institute of Governance. He has occupied various positions in De La Salle University, including Director of the Social Development Research Center (1998-2001), Chair of the Political Science Department (1998-1999, 2001, 2007), and Graduate Coordinator of the Development Studies Program (1997-1998). In 2005, he served as a Visiting Professor at the Graduate School for International Development and Cooperation Hiroshima University. He has been a faculty and research scholar in various academic institutions, including the University of the Philippines, St. Scholasticas College, University of Hawaii, Waseda University, University of Reading and Florida State University. He served as a Guest Lecturer at the Development Academy of the Philippines, Foreign Service Institute, and National Defense College. Dr. Magno is an Associate Editor of the Philippine Political Science Journal. He is a member of the Board of Trustees of the Local Government Academy.

Dr Shinsuke Muto Chairman, Tetsuyu Institute Medical Corporation and Chairman, Leading Aging Society Forum

Dr. Muto graduated from the Department of Medicine at the University of Tokyo in 1996 and earned his Ph.D. from the Graduate School of Medicine at the University of Tokyo in 2002. He worked in cardiovascular internal medicine, emergency medicine, and worked as a court physician at the Imperial Household Agency. He then worked at McKinsey & Company and opened You Home Clinic, a clinic specializing in home care, in Bunkyo-ward, Tokyo in January 2010. Dr. Muto opened another home care clinic in September 2011 in Ishinomaki-city, Miyagi Prefecture. He currently serves, among others, as a member of the taskforce on healthcare IT at the Cabinet Secretariat IT Strategy Headquarters, a member of the Ministry of Health, Labor and Welfare panel on palliative care promotion, and as a member of the Ministry of Internal Affairs and Communications study group on ICT application in the super-aging society.

In addition to the above, Prof Obi also acts as a Co-Overseer for the APEC project on ICT Applications for People with Special Needs (Aging and Disabilities). He has worked for the UN Development Program and was a senior researcher in the Center of Japanese Economy and Business at Columbia University. Currently, he serves in several positions including: Special Envoy of ITU Secretary General Toure for Academia, Chair of ITU Asia and Pacific Center of Excellence Management Committee, Chair of UNESCO UNITWIN on disaster preparedness and many more. Prof Obi holds a PhD from Waseda University and a Masters degree from the Graduate School of Keio University.

Dr Oh Kang-Tak Executive Director, e-Government Group, National Information Society Agency, South Korea

Dr. Kang-Tak Oh is the Executive Director of the National Information Society Agency or NIA of Korea, the core agency of national IT development of the country including e-government. Dr. Oh is a general manager of e-Government Group, managing all the national e-government projects and designing the next model of Korean e-government. Prior to this position, Dr. Oh was a director for e-Government Planning department, Digital Culture Planning department, Media Addiction Prevention Department and Public ICT Services department from 2005 to 2013. During the period, he was responsible for developing e-government policy as well as national IT development strategy, public service innovation and IT misuse prevention plan. Dr. Oh also has a long academic background in the area of e-government and national IT development. Dr. Oh’s major publications include ‘Vision and Strategies of Beyond e-Government’ (2002), ‘Diagnosis of the Level of E-government of Korea according to the Stages Model of E-government Evolution’(2005) and ‘Reality of Smart life Revolution and Smartphone Addiction’ (2012).

Mr Hideyuki Ohashi Deputy Director-General for IT Strategy, Commerce and Information Policy Bureau, Ministry of Economy, Trade and Industry

Mr Ohashi graduated with a Bachelor's degree in Economics from Osaka University. He subsequently joined the Ministry of Posts and Telecommunications in 1985. In 2002, he was Senior Advisor at the Telecommunications Policy Divison within the Telecommunications Business Department of the Telecommunications Bureau at the Ministry of Internal Affairs and Communications (MIC). Over the years, Mr Ohashi took on numerous roles including: Senior Planning Officer, Competition Policy, Telecommunications Business Dept, Telecommunications Bureau, MIC in 2004; Director, Computer Communications Division, MIC in 2005; Director, Fixed Property Tax Division, Local Tax Bureau, MIC in 2007; Director, Broadcasting Policy Division, Information and Communications Bureau, MIC in 2009; Director, General Affairs Division, Information and Communications Bureau, MIC in 2010; Director-General of the Shinetsu Bureau of Telecommunications, MIC in 2012 and Director, ICT Strategy Policy Division, Global ICT Strategy Bureau, MIC in 2013. Mr Ohashi is currently Deputy Director-General, IT Strategy, Commerce and Information Policy Bureau, Ministry of Economy, Trade and Industry.

Prof Sureswaran Ramadass Professor, National Advanced IPv6 Centre of Excellence, Universiti Sains Malaysia

Prof Sureswaran started his career in 1990 as head of technical support and customer relations manager for ComputerBanc Inc, a company with a chain of 7 stores in South Florida. He later joined MODCOMP, Florida as a senior member of the research team. MODCOMP, a wholly owned subsidiary of AEG Daimler Benz, was focused on the research, development and deployment of real-time operating systems. In 1992, he returned to Malaysia to join USM as a lecturer. In 1993, he formed and grew the Network Research Group to become a world recognized research center. In 2005, he became the first director of NAv6 (the Next Generation Internet Center) in Universiti Sains Malaysia (USM).

Professor, Doctor of Sciences, Alexander P. Ryjov has more than 25 years of combined business, advanced research, and teaching experience. Alexander has a Ph.D. in Mathematics, D.Sc. in Engineering, and Executive MBA from Bled School of Management. He holds the title of Professor in Moscow State University (Mathematics), and in the Russian Presidential Academy of National Economy and Public Administration (high-tech business). Dr Sak Segkhoonthod President & CEO, Electronic Government Agency (EGA), Thailand

Prior to his current tenure, Dr Sak was director at Government Information Technology Services and a special instructor in Data Communications of Telecommunication Engineering and Information Engineering at Suranaree University of Technology. From 1997 till 2000, Dr Sak was a researcher at NECTEC, and was involved in projects such as the Information Superhighway Testbed, the ThaiSARN Project, GINet Project and the Public Key Infrastructure Project. He also represented Thailand at Non Alliance Movement's ICT Meetings, Asia Pacific Telecommunication Meetings as well as Asia Pacific Advanced Network Meetings. Dr Sak holds a Ph.D in Electronics Systems Engineering from the University of Essex, in addition to his Master degree in Computer Studies.

Prof Jing Shiang is a professor of the Department of Public Management and Policy at Tunghai University. His academic areas of expertise include e-Government, Digital Governance, Public Management and Public Policy Analysis. He is currently a Research Fellow of Taiwan e-Governance Research Centre (TEG), focusing on the research in added-values of open government data (OGD). He was the Chair of e-Governance Research Committee of Taiwan Association for Schools of Public Administration and Affairs (TASPAA).

During the dot.com boom, Stuart was headhunted to join a major global telecoms firm working in an "Internet Centric" service strategy team, which developed and delivered some of the most ambitious service innovation projects of the time primarily using internet based technologies. Since returning to the consulting world, Stuart has acted as CEO of Wood Holmes creating a niche innovation company that works around the world on complex service innovation, digital innovation and sustainability consulting.

Prof Suhardi is now Director of International Relation, Cyber Security Centre, and associate professor at the School of Electrical Engineering and Informatics, Institute of Technology Bandung (ITB), Indonesia. He holds degrees including a Bachelor in Electrical Engineering in 1988 from ITB, a Doctor of Engineering in Electrical Engineering in 1997 from the Technical University of Berlin, Germany, as well as a Master of Management in 2012 from Parahyangan Catholic University, Indonesia. His research interests are Information Technology Value and Risk, Secure Smart Service System, Cyber Crime and Forensics and Intellectual Property Right (IPR) Management. Dr. Jirapon is currently a deputy dean of planning and research at College of Innovation, Thammasat University. He has an admirable amount of experience in the IT education sector for over six years as an IT Director and Graduate IT Program Director in two of Thailand’s prestigious universities. Beside his academic roles, Dr. Jirapon also serves as a consultant for many of Thailand's government agencies including Ministry of ICT, Ministry of Tourisms and Sports, Ministry of Finance, etc. In June 2013, he was involved in the delivery of Thailand’s 3rd ICT Master Plan and oversaw operations as the Project Manager. In 2014, he was named by Digital Education in Asia as one of the "14 Influential Higher Education Tech Leader in Southeast Asia." Dr. Jirapon holds a PhD from Carnegie Mellon University, U.S.A.

He had worked in various Singapore government agencies like the Singapore Sports Council, Ministry of Environment and Water Resources, National Environment Agency - responsible for the agency’s infocomm masterplanning; applications implementation and service delivery; technical services and infrastructure implementations. He had also worked with the Singapore’s Workforce Development Agency and the National Council of Social Service on their first infocomm masterplans. In his career, Amos had also provided consultancy to foreign governments like the Kuwaiti, Qatari governments on their e-government programmes.
