Prior to joining APEC, Dr Bollard was the Governor of the Reserve Bank of New Zealand from 2002 to 2012. In that position, he was responsible for monetary policy and bank regulations, helping steer New Zealand through the global financial crisis. From 1998 to 2002, Dr Bollard was the Secretary to the New Zealand treasury. As the government's principal economic adviser, he managed the Crown's finances and helped guide economic policy.

Dr. Zdenek BRABEC received in 1984 the M.Sc. and in 1993 the PhD. degree, both in telecommunications engineering and both from the Brno University of Technology (Czech Republic). Since 1985 he worked there the field of measurement and diagnostics in telecommunications. At first he was working for France Telecom. Then he was for six years one of actors of changes of Czech incumbent operator from the technically oriented, geographically managed company into a market–oriented, line managed company. In 2005 he returned back to academia as a lecturer at the Department of Telecommunication Engineering of the Czech Technical University in Prague (Czech Republic) with task to implement non–technical elements into the technical teaching and research. He has been lecturing several subjects in graduate and post–graduate studies. He is responsible for cooperation of the Czech Technical University with the International Telecommunications Union, TM Forum and other organizations.

Prior to joining ISS, Mun Kew held multiple positions with the National Library Board, Singapore, as CTO, Deputy CIO & Director CIO Office, and Director, Digital & Knowledge Infrastructure Division. As Deputy CIO, he was responsible for governance and architecture and started ongoing efforts in master data management, enterprise architecture and corporate governance of IT. In particular, he designed a federated approach to EA that allows a gradual easing of operations oriented organizations into a business driven architecture, and started the Government EA Forum to promote practitioner sharing of EA pains and successes.

He was also the CEO of Alexandra Hospital from October 2000 to July 2010, Changi General Hospital from January 1997 to January 2000 and Toa Payoh Hospital from February 1992 to December 1996. A pharmacist by training, he was involved in the restructuring of major hospitals including The National University Hospital, Kandang Kerbau Hospital and Singapore General Hospital. MODCOMP, a wholly owned subsidiary of AEG Daimler Benz, was focused on the research, development and deployment of real-time operating systems. In 1992, he returned to Malaysia to join USM as a lecturer. In 1993, he formed and grew the Network Research Group to become a world recognized research center. Sian Lip is responsible for establishing thought leadership and promoting expertise in the eGovernment and Security domains. He also drives strategy for cost-effective delivery, strengthens sales effectiveness by planning Go-to-Market programmes and explores the development of new flagship domains. In addition, Sian Lip is also the Group’s Chief Technology Officer (CTO), assisting the CEO in the establishment of the Group’s technology vision and leading the growth of company’s technology capabilities. Before joining CrimsonLogic, Sian Lip worked in the Monetary Authority of Singapore (MAS) where he was responsible for the security guidelines for mobile banking, payment services, and infrastructure system for trust and network-enabled services. He brings to the company more than 20 years of experience in technology development and management in the banking and finance sector. He was also the Y2K Project Manager to help the UOB Group in their millennium rollover.

Jirapon Tubtimhin is Advisor to College of Innovation, Thammasat University. His previously notable career records include Senior Expert (e-Government), Director of the project, Government Information Technology Infrastructure (GITI) under National Electronics and Computer Technology Center (NECTEC), National Science and Technology Development Agency (NSTDA), Ministry of Science and Technology (MOST) and Director of Bureau of e-Government Development, Ministry of ICT (MICT), Thailand. In an international arena, Jirapon is Secretary General of International Academy of CIO (IAC) and he was ex-Project Overseers of several APECTEL Projects in the area of CIO and e-Government Development and IPAIT 2004 Committee Member on Substances.

Mr Yoshida graduated from the Faculty of Law from the University of Tokyo. He then joined the Ministry of Posts and Telecommunications (MPT) in 1980. Subsequently he held several other vocations such as: Director, International Economic Affairs Division, Telecommunications Bureau, Ministry of Internal Affairs and Communications (MIC) in 2001; Director, Telecommunications Policy Division, Telecommunications Bureau, MIC in 2004; Director, General Affairs Division, Telecommunications Bureau, MIC in 2005; Counsellor, Minister's Secretariat, MIC in 2006; Director-General, Radio Department, Telecommunications Bureau, MIC in 2008; Director-General, Kanto Bureau of Telecommunications, MIC in 2011 and Director-General, ICT Strategic Policy Planning, MIC.
