The 17th Architecture Community of Practice (ACoP) Forum: EA + Design Thinking + Agile – New Strategies for Large Scale Enterprise Projects

Corporate IT departments in many large organisations face two key challenges in implementing large-scale enterprise IT solutions – how to be more agile and responsive in an increasingly volatile, complex and ambiguous environment as well as how to handle the rising expectations for well-designed and user-centric IT solutions. 

This presentation provides practical insights on how we can apply and evolve Enterprise Architecture practices by integrating them with Design Thinking and Agile Development to better manage large-scale enterprise IT projects.

There will also be sharing of insights into the use of this approach during the development of LEARNet Portal 2.0, the learning management platform for the Ministry of Defence and the Singapore Armed Forces, and how it has shortened delivery time and enhanced user experience.

ACoP was formed with the objective of promoting the advancement of the architecture practice through sharing, learning and support in the vibrant network of practitioners.

Joseph Tan Past Programme Director (LEARNet), Defence Science & Technology Agency

Mr. Joseph Tan was Programme Director (LEARNet) in DSTA, leading the digital transformation of training institutes across SAF.

Joseph held various key appointments in the MINDEF CIO Office (now MINDEF Information Systems Division) – ranging from managing MINDEF’s IT portfolio of investments, spearheading Knowledge Management and Enterprise System implementation for MINDEF.

As CEO of Cap Vista Pte Ltd, DSTA’s venture investment arm, he led a team of investment managers to scout and invest in innovative start-ups in Singapore as well as overseas.

Beyond defence, Joseph supported the National Security Co-ordination Secretariat (NSCS) under the Prime Minister’s Office on Singapore’s whole-of-government national security built-up efforts. He was Head of the Risk Assessment and Horizon Scanning (RAHS) Experimentation Centre, leveraging cutting-edge technologies to help agencies analyse, sense-make and discover emerging issues that could impact Singapore. He was also a member of the National Security Engineering Centre, helping to drive national security engineering roadmaps across government as well as collaboration with international partners.

He holds a Masters’ degree in Electrical Engineering and Information Science from Cambridge University, UK.
