Kuo Pin served as CEO of NCS from August 2019 to March 2026, and was appointed to Singtel’s Management Committee in January 2021. Together with his team, he transformed NCS into a major pan-Asia Pacific tech services leader. Over seven years, NCS grew from S$1.8B to S$3.2B, deepened its role as a trusted partner to governments and enterprises, and expanded its impact across Singapore, Southeast Asia, Australia, Greater China and India.
Before NCS, Kuo Pin had a 25-year career at Accenture, joining in 1994 and becoming a partner in 2006. Between 2006 and 2018, he held senior leadership roles in Accenture’s global Communications, Media & Technology (CMT) operating group, including Head of CMT Singapore, Head of CMT Greater China, and Head of Consulting for CMT Asia Pacific, Africa and the Middle East.
Kuo Pin is a Management Board Member of NUS-ISS. He was elected as a Non-Executive Director of Globe Telcom in October 2021, serving on the Globe Board Executive and Finance Committees until April 2026. He also served on the Singapore-Guangdong Collaboration Council from October 2022 to March 2026.
Kuo Pin holds an Honours Degree in Engineering (Electrical and Electronics) from the Nanyang Technological University. He was conferred the Nanyang Alumni Achievement Award in 2024 and is a Fellow of the Singapore Institute of Directors. Kuo Pin calls Asia Pacific home, having spent a decade living and working in Beijing and Sydney.
