Mr Khoong Chan Meng brings 29 years of international experience in the information and communication technology industry. Chan Meng is driving NUS-ISS to develop and inspire the next generation of infocomm and digital business leaders through education, applied research and consulting services.
Chan Meng has transformed NUS-ISS with a 2020 vision and strategy focused on delivering impact to the industry and aligned to the national agendas of SkillsFuture, the Smart Nation and the Future Economy. Under his leadership, NUS-ISS has launched multiple learning pathways with a wide spectrum of new programmes to build deep and holistic skills in the industry, in critical disciplines such as software development, analytics, artificial intelligence, cyber security, smart health, digital government and digital innovation.
Prior to joining ISS, Chan Meng was the Group Chief Information Officer (CIO) of RGE, a multi-national group of companies in the natural resources based manufacturing industry. He oversaw investments on IT and IT-enabled shared services across the RGE group, which has a combined workforce of 50,000 employees worldwide. He drove IT planning and governance, innovation and business transformation programmes, and implemented IT systems and infrastructure for forestry management, manufacturing, logistics and sales to improve financial and corporate control. He also directed the delivery of shared services for human resource, finance & accounting, and IT.
Prior to RGE, Chan Meng was the Government CIO of the State of Qatar, driving national programmes in e-government, e-health, e-education, e-inclusion and ICT industry development. He led the national ICT policy and strategy development, and played a key role in shaping the country’s investments in satellite communications and next-generation broadband telecommunications, as well as the establishment of the national centre for assistive technology. He also incorporated an IT services company as a pioneering initiative to build sustainable ICT capability in Qatar.
Before relocating to Qatar, Chan Meng held leadership positions in Electronic Data Systems Corporation, Atos Origin, Singapore Computer Systems, National Computer Board, and Information Technology Institute. He was the founder and leader of several management consulting and professional service organisations, and was consulting for clients in both public and commercial sectors.
Chan Meng is widely recognised for his proven expertise in strategic planning, technological innovation, business transformation, knowledge management, performance management and change management.
