HOE Siu Loon

Senior Lecturer & Consultant, IT Strategy and Management Practice


Hoe Siu Loon is a Senior Lecturer and Consultant at the Institute of Systems Science, National University of Singapore (NUS). He has more than 20 years of industry experience in assisting C-suite executives from both the private and public sectors. Siu Loon has held various managerial and consulting roles in strategic planning, corporate affairs, talent management and business process reengineering in multinational and local companies. He has led large-scale organizational change management projects across the region in China, Hong Kong, Malaysia and South Korea, and conducted digital government training for senior public sector officers from South and Southeast Asian nations.

Siu Loon obtained his PhD in management and MBA in international business from The University of Western Australia (UWA), and BSc from NUS. He has also attended executive education programmes at Lee Kuan Yew School of Public Policy and Nanyang Business School. Siu Loon is a former research fellow and tutor on the adjunct faculty of UWA Business School and has published more than a dozen peer-reviewed articles. An award-winning reviewer, he currently serves on the editorial boards of several international journals.
